how to put my plug ins in my photoshop plug ins files

I followed the instructions for copying 8bf and the menu options show up, but they are greyed out and there are no plugins to be viewed. I am using PhotoShop 7. Any ideas?

Please open a image with 16 million colors or convert the current image to 16 million colors.
