psp 9 plugin gaussian blur

Hi new to this site i am taking lessons in psp some of the lessons include gaussian blur ever time i go to select it it will freeze and i have to re boot pc is there another plugin i could use which will do the same thing it has to let you put in setting ie i have to use setting 15 i have tried to download a few but carnt seem to achieve getting them in could some one suggest a plug in to down load and walk me through how to put them in thanks in advance denise i have win/ xp

Have you tried installing the latest PSP 9 update?
