Yes, the layout has a new "slickness" to it that makes it appear more up-to-date. I have two suggestion for even more positive improvement: 1) Redesign the blue logo to be more contemporary. I recall some Windows-only plug-in freebies that make only black or white areas transparent (as opposed to the whole image as Harald describes), but I don't recall their names and a quick search in my backup folders didn't help... Please try Google.
