I am looking for a photoshop filter or plugin that I can use for simplfiying colors and lines on photos in order that they can be exported into flash for subsequent manipulation /animation, does such a filter exist? If so where might I be able to get it from?

You can also use the free "Filesize Reducer" from Harry's Filters at www.thepluginsite.com/products/harrysfilters/
It lets you reduce the colors in an image without changing its look.

Alternatively you can just do it in Flash, I think it's called 'trace bitmap' in flash.
