Ramping Audio Video and Audio. (Premiere Pro)

Gday,
I'm searching for a plugin effect that does one simple thing, changes speed. I know it is possible to rigt click and change the speed, but i want to be able to ramp it. IE give it keyframes so video and audio can speed up or slow down over a period of time.
I know there are plugins like twixtor but they are complicated, and don't work with audio.
Any help would be great thanks!
