Lightroom presets only allow you to use the functionality that is already available in Lightroom. Plugins on the other hand extend the functionality of Lightroom. So both are different things.
I just hope that Adobe will one day allow developers to create fully integrated Lightroom plugins, which will also support e.g. Lightroom's Presets feature.
