Seems that Plugin Commander can't access a certain file. Maybe one of the runtime files that it needs. Did you try reinstalling?
I can't find an Error 351 in my reference. Was there any other text in addition to "Runtime Error 351"?
You could find out which file Plugin Commander is trying to access by using the freeware tool Filemon from
http://www.sysinternals.com/ntw2k/source/filemon.shtml
Run this tool and when Plugin Commander pops up the first error message, switch to Filemon and see which file it was.
I hope I don't demand too much of you, but that would let me help you best. Otherwise it is quite tedious to find the cause of this problem.
