What Is The Best Solution For Building A Website?

My friend and I are looking to design his band's website- any professional web developers recommend the best software package to accomplish this? I know one site Web Design Company it is good site that offer good information on this subject- in terms of whether we want to use flash, php, etc.. but I want more sites for this can you help me?..Thanks!

In my opinion the best web development tool is Dreamweaver. If the latest version is too expensive, you may find an older version on eBay at a low price.
