Setting Headroom on the blackpoint and whitepoint
My printer prints anything below 20,20,20 as black. How do I set a value in Colorwasher that will cause it to use 20,20,20 as the blackpoint?

If your printer does that, then there is something wrong with its ICM profile or with the printer driver. The ICM profile converts the pixel values from 0 to 255 to a value range that looks good on your printer.
Have a look at your printer driver options. Maybe there's a bad setting there. You could also try downloading the latest driver from your printer manufacturer's homepage. If you have the means to calibrate you printer to create a new ICM profile, please do that.
In the meantime you can use the Levels tool in Photoshop or the Histogram tool in PSP to scale image values to the 20 - 255 range. But this also means a loss in quality. So I would recommend that you try to solve the basic problem.
